a while ago i tryed wipe windows me from my concrete drive with freeware, during the process it 'crashed' and presently when i turn it on all the flashes is ' _ ' and i can't even acess ms-dos...any suggestions would b awesome...should i basically cut my losses?...

When you start the computer up, hold down the insert key through the entire startup and pray.
You wipe the operating system from your hard drive. (DOS cease to be an operating system starting with Win95 when it become a bootstrap loader and even that ended next to XP.)
You will need to reinstall Windows beside an installation or restore disc.
