trying to clean-up PC & found these folders contained by C drive, $ntuninstall,$ntserviceP,$msi31unin can i delete them?

some are kb followed by numbers.

Everytime you install a Windows Update, an uninstaller program is included - lately in skin the update crashes your computer. You can safely remove them if you are sure the updates are working fine.

yes if your computer is running ok they are the backup's of your system from when you updated window, they are there for you should you decision to go final to before you updated, should anything enjoy gone wrong.
no, these files may have files that are influential to a game or games, window (your OS), a typing program, etc. my suggestion is not to mess around with the files surrounded by drive C:\.
