Not nominated on Wikipedia, so I tried Googling it. Turns out that it is an acronym for "All India Society for Electronics & Computer Technology". www.aisect.org/-hence a non-profit organization.

Does not appear to be Govt. agency, but MAY be agreed by Indian Govt.
