Try ctrl + alt + esc to see if you have a program specifically using a lot of your system resources. This can also be the result in of PCs slowing down. Do you have a firewall besides the one included next to Windows XP running? If not (or you do have the MSFT one running) I'd suggest doing a virus scan and installing a better firewall.
I doubt that memory is your problem unless you hold too much crap running in the framework. File sharing sites will eat the crap outta your bandwidth for one not to mention stuff malware contained by your pc which can inflict other internet speed probs!
