After formatting surrounded by cmd it gave a message dictum system partion is not allowed to be formatted.

This is because you booted into the hedge you're trying to format (i.e. in Windows you're trying to format the C:\ drive).
Try downloading the GParted LiveCD(link1), burn it to compact disc (link2), and boot to that CD - you will know how to reformat your hard drive.
